Prestige Proof sets are special proof sets that include a commemorative Silver Dollar and Half dollar as well as the regular Half, Quarter Dime, Nickel and Penny proof coins. They were sold from 1983 to 1997 (this is the last year of issue).
The 1997 set includes the Dollar commemorating the U.S. Botanic Gardens, and is one of the most hard to find of the Prestige Proof sets.
